About Harit Safar
Bihar and Uttar Pradesh are two states in Northern India experiencing rapid urbanization across multiple dimensions. This transformation encompasses residential facilities, transport, employment, entertainment, medical care etc. Cities in these states are being redeveloped, where innovative ideas are being conceived and implemented and the governments are striving to provide their citizens with better services than ever before.
Through its ambitious campaign to promote Strong and Inclusive Urban Mobility, The Climate Agenda aims to assist the state governments and other relevant stakeholders in designing urban transport systems that align with SDG No. 13 (Climate Action), SDG No. 11 (Sustainable Cities and Communities), and SDG No. 10 (Reduced Inequalities).
Another major agenda behind this campaign is to enrich the local discourse on mobility. Our baseline survey has revealed that people across various professions and stakeholder communities do not perceive Clean and Inclusive Mobility as a holistic solution to issues such as air pollution, the climate crisis, and inequality. Instead, they view these as separate issues to be addressed independently.
Harit Safar aims to provide knowledge leadership in the region to build a better understanding of the comprehensive benefits of Clean and Inclusive Mobility Systems. To achieve this, the campaign is not only conducting local evidence-based research activities but also working towards building a regional, shared, and intersectoral network. This network is bringing together all stakeholders and interest groups, including government departments, civil society organizations, community-based groups, research and academic institutions, daily commuters, and others.
Harit Safar believes that grassroots voices can mainstream the issue of air pollution from the mobility sector and address inequality through an inclusive approach. By fostering collaboration and shared understanding among all stakeholders, Harit Safar aims to promote the comprehensive benefits of Clean and Inclusive Mobility Systems.

The Acclimate Challenge Fund is a prestigious initiative designed to support innovative projects and solutions that address climate change and promote sustainable development. Organized by Shakti Foundation and empowered by Intellecap, the fund aims to catalyze impactful environmental and social change by providing both financial and technical support to high-potential projects.
The primary objective of the Acclimate Challenge Fund is to identify and scale innovative approaches that tackle pressing climate challenges. This includes projects that enhance climate resilience, reduce greenhouse gas emissions, and promote sustainable practices across various sectors. By supporting groundbreaking ideas and initiatives, the fund seeks to drive systemic change and accelerate progress towards a more sustainable and equitable future.
The Climate Agenda has been honoured with the Acclimate Challenge Fund award for the 2023-2025 period and has joined an esteemed cohort of eight grassroots organizations across India. The Harit Safar Campaign, conceived by The Climate Agenda Team, is proudly supported both financially and technically by the Acclimate Challenge Fund.
Campaign Objectives

Bringing up the local evidence and forming a Regional Alliance of Concerned Stakeholders: This work involves conducting social and scientific surveys, gathering and analysing data, and preparing assessment reports. It includes mapping stakeholders, analyzing causality, and documenting the findings to build a comprehensive understanding of local issues.

Engagement with stakeholders and drafting policy documents: This stage focuses on engaging with stakeholders to draft a policy advocacy document and create participatory policy co-creation processes. It involves developing evidence-based policy drafts, action plans, fact sheets, and campaigns based on the findings from the first phase.
03.
Public Engagement and Endorsement: The final phase emphasizes public engagement and securing endorsements, exploring possible pilot projects, and advocating with policymakers and city administration to support and implement the proposed solutions.
